Answers · Sealing others' work

Can a PE seal plans drawn by someone else?

Yes — this is, in fact, the normal case. Most sealed documents were drawn by designers, drafters, or other engineers. The seal is lawful when the engineer's engagement with the work is real.

The short answer

Yes. A professional engineer may seal documents drawn by others — provided the engineer has reviewed the work thoroughly enough to take responsible charge of it: checking the design and its calculations, and requiring corrections where the work falls short. Sealing without that engagement is the violation regulators call plan-stamping.

Why the question arises

Design and sealing are separable skills with separate licenses behind them. Architects and designers draw buildings they are not licensed to seal as engineering; manufacturers engineer packages their in-house staff cannot seal for every destination state; small firms produce work beyond the disciplines their own engineers cover. In each case the documents exist and the jurisdiction requires an accountable engineer's attestation. The review-and-seal engagement is the profession's structured answer: an independent licensed engineer examines the work as if it were their own responsibility — because, at the moment of sealing, it becomes exactly that.

What the review must contain

The review that supports sealing someone else's work is not a reading; it is a verification. The engineer checks that the calculations support the drawings, that the applicable codes are satisfied, that the disciplines agree with one another, and that the documents are complete enough for the authority to examine. Shortcomings come back as corrections, and the drawings that are finally sealed are the corrected ones. If the review cannot reach that standard — because the documents are too incomplete, or the design cannot be supported — the professional outcome is a refusal to seal, stated plainly. That refusal is not a failure of the process; it is the process, visible from the outside.

The guide to how PE review works lays out the full sequence, including where the jurisdiction and licensure check sits — before the review, so that this question is only ever asked of an engineer who is eligible to answer it.
